So Which Is It?

Victoria Toensing's brilliant piece about the CIA ends with this statement:

The CIA conduct in this matter is either a brilliant covert action against the White House or inept intelligence tradecraft. It is up to Congress to decide which.

True enough. Because otherwise, as the piece points out, the CIA's behavior throughout the Plame affair is completely inexplicable.

The CIA followed the OSS. The OSS seemed to be too quick to help left wing forces, now who say they have changed from ways of old?
In the Korean War the CIA seemed confused, again in Vietnam, now Iraq. Are there too many old left wing graduates?
