A Hostility to Excellence?

Charles Krauthammer points out a little noticed but deeply pernicious provision of the immigration bill -- the elimination of the EB-1 visa, which (until now, if the bill passes) has allowed foreigners of exceptional talent (as examples, Krauthammer references Albert Einstein and violinist Mstislav Rostopovich).

Why in the world would we want to inhibit the best and brightest around the world from becoming Americans?
