Here is more evidence that Donald Rumsfeld was tossed overboard the day after the election for no other reason than to pacify the howling dogs of anti-war sentiment.
. . . advocating American political and religious liberty, free enterprise, limited government, military strength and traditional values.

Bush was trying to pacify Middle America, which is not anti war but doesn’t feel the war is going well. He was signaling that he understands their concerns, understands why they voted against the GOP and that he is willing to take a fresh look at the war. A fresh face in the top position at the Pentagon was the best way to do it.
It may have been more of a public relations move than a substantive one, but a lame duck president whose party just took a drubbing at the polls needs good PR if he’s to maintain public support for the war. Bush knows that we cannot win without that support.
