Yes, circumstances have changed for the better. That's entirely thanks to the way the President has conducted the war as is his constitutional responsibility.
Yes, this will be a great stage for Bush to both highlight the great progress we've made and to smack the Democrats upside the head with their 'Bush Lied' lie.
But there is no escaping the perception that the U.S. Senate is officially and publicly second-guessing the President's conduct of the war.
And ther is no excuse for taking such action while the President is out of country conducting foreign policy!
The better option for Republicans - and the one they seem to always avoid - is to repeatedly, forcefully, and publicly rebuke the Democrats for their anti-American views and actions.
Instead, like the weak-kneed prissies they've shown themselves to be, they cave in to the whines of the Democrats and slap the President in the face in the process.
Yes, I'm still mad as can be!

Didn't you read the bill, Carol? The Senate wants the President to provide not one but four progress reports a year about the Iraq war. Are there absolutely no limits to their Senatorial arrogrance?
